Francis “Frank” Edward Hallman, 70, of Varina, Virginia, passed away on Tuesday, February 17, 2026. Born in Germany on December 28, 1955, he was the son of the late Lt. Col. Thomas J. Hallman, Sr. and Anne Joyce Lord Hallman. He was also preceded in death by his brother, Maj. Tom J. Hallman, Jr.

He is survived by his brothers, Walt Hallman, Bob Hallman, and Bill Hallman; his former wife, Cat Hallman; numerous nieces and nephews, and many special friends.

Frank earned his bachelor’s degree in computer science from the University of Richmond and then went on to work for the Virginia Supreme Court as a Computer Programmer, retiring after many dedicated years. In his free time, Frank was an avid BMW motorcycle rider and took pride in his many different BMW bikes.

Interment will be private. Arrangements are by the Crater Road Chapel of the E. Alvin Small Funeral Homes & Crematory, 3935 S Crater Road, Petersburg, Virginia 23805.
